Para 13 of Minerals Policy Statement 1 (Nov 2006) requires that Minerals Safeguarding Areas (MSA’s) be defined in order that proven resources are not needlessly sterilised by non mineral development, although there is no presumption that resources defined in MSA’s will be worked. County councils define minerals consultation areas and where a planning application is made for non mineral working within a consultation area the district should consult the county on the application. South East Plan Policy M5: Safeguarding of Mineral Reserves, Wharves and Rail Depots indicates that mineral sites, proposed sites and “areas of search” be safeguarded in Local Development Documents. PPS12 para 8.2 states that district planning authorities should include on their adopted proposal map mineral safeguarding areas. Surrey County Council have identified three such mineral safeguarding/consultation areas within Mole Valley and they are shown on the Proposals Map.
